The Department makes available a number of forms for stakeholders to use in conducting business with the agency or providing notice. Forms are made available in several formats including Excel, PDF, and, if appropriate, on-line for financial institutions with access to one of our online applications.

Please carefully review instructions and forms to make certain that your application submission complies with the current requirements. Failure to use correct forms may delay processing and/or result in a return of your application.

The Texas Department of Banking (the “Department”) Corporate Application Filing Entry System (“CAFE”) provides applicants the ability to submit application or notice (“filings”) electronically. Documentations submitted via CAFE are considered originals and applicants are not required to submit hard copy original documents.  However, filings fees, if any, must be mailed to the Department. 

Any filing submitted through CAFE is not considered received until the Department receives the entire filing and required filing fees, if any. Documentation or checks received after 4:30 p.m. are considered received at 8:00 a.m. on the next business day.

Applicants choosing not to use CAFE should mail applications and fees to the Department.

Money Services Businesses

UPDATE: Please note that the Currency Exchange License Application is currently being updated.  The revised application will be posted as soon as it becomes available.
A Currency Exchange License application will be returned to you if the application does not include or is not accompanied by:

  • The filing fee.
  • The applicant’s Signature Page, sworn to before a notary.
  • The security, as explained in the Security section of the Currency Exchange License Application
  • Financial statements, as explained in the net worth section of the Currency Exchange License Application. The financial statements must demonstrate the applicant’s solvency. 
  • If applicable, a search firm background investigation report, as explained in background checks section of the Currency Exchange License Application.

General Application Information

Money Transmission License

New applicants for a Money Transmission License must apply via NMLS. NMLS is a web-based system where companies can maintain a single record which they use to apply for, maintain, and surrender license authorities in one or more states. More information about NMLS can be found on the NMLS Resource Center.

The TX-DOB Money Transmission License New Application Checklist was updated as of April 15, 2021.  Applicants should refer to the updated checklist for any applications submitted after that date*. 

* Please note: For applicants that may already be working on or have completed an application utilizing a prior checklist, the Department will continue to accept those applications until April 5, 2021.  After such date, applications submitted based on a prior checklist will be returned. 

Currency Exchange License

Change of Control

Beginning January 5, 2021, change of control applications must be submitted via NMLS*. NMLS is a web-based system where companies can maintain a single record which they use to apply for, maintain, and surrender license authorities in one or more states. More information about NMLS can be found on the NMLS Resource Center.

The Change of Control Application consists of forms, schedules, exhibits and attachments that are explained in the TX-DOB Money Transmission License Amendment Checklist.

* Please note: For applicants that may already be working on or have completed the paper Change of Control Application (which was available on the Department’s website until January 5, 2021), the Department will continue to accept the paper Change of Control Applications (with exhibits & instructions) until April 5, 2021.  After such date, any paper applications will be returned and the application must be submitted in NMLS.
